Cookie does not block cookie loading

the easiest way is to enable iCloud sync

try restarting both copies of Cookie.
that should force the sync

I sorted this myself - it wasn't working because iCloud Drive wasn't enabled. I don't use ICD for anything so I didn't have it turned on. Hopefully this helps anyone else coming across the problem (a blurb about that in the preferences might be a good idea).

@sweetp This condition still exists. I had the folder permissions problem that I used the "Remove all Sandbox permissions" fix but since then the window opens on every login.

@cgriell On Quit is when Cookie quits. cache removal also can take some time to finish. enabling Notifications is the easiest way to know when Cookie has finished its removal schedule

@sweetp Hi Russell, For other reasons I've had to rollback from Big Sur to Mojave of which I have the latest update, 10.14.6 (18G7016). I have installed Cookie 6.3.3.2. There is still an issue with this which may be a permissions problem. Even though I've unchecked the Apple website as a favourite, I still cannot delete the cookies.
