I've got a new Mac, and am wondering how to move all my Cookie settings from the old machine to the new one. I have iCloud: Sync favorites, settings and preferences turned on, but it doesn't appear to be saving anything to my iCloud Drive.
If you have icloud enabled on both Mac’s, your settings should sync across. Cookie doesn’t use iCloud Drive.

strange, try restarting both copies of Cookie. that should force the sync
