Chrome Recently Closed Tabs not clearing

Hello, I have Chrome set to clear everything on quit via cookie configuration. All options are selected. But in the Chrome menu under History / Recently Closed Tabs - it's all still there. How do I set cookie to clear "recently Closed Tabs" section of the History menu? I'm on Big Sur and Cookie version 6.3.4. My Chrome Version is 88.0.4324.150
Safari and Firefox are working fine as usual. Just Chrome exhibiting this new behavior.
