I have. Using Safari Develop(er) mode, I can invoke Empty Caches and observe caches (such as pictured above), visible in Activity Monitor, get flushed.
Meaning, no Safari caches remain per Activity Monitor.
@SweetP Thanks for the putting this old duffer straight. I don't know when I turned safari/icloud on , must have been when setting up Catalina.
