Cookie 6 seems to be preventing pop-up window management in Safari 16.1

Without Cookie installed (just turning Cookie off does not solve the problem), the Settings/Websites/Pop-up Windows in Safari works as designed.

With Cookie installed, the the Settings/Websites/Pop-up Windows in Safari does not work at all.

Anybody else notice this?
