Parent checkmarks show "-" when all child items are checked

Every single parent item in my Cookie list is showing a "-", despite all child items being checked.

macOS 10.15.6 (19G73)

it will only show a checkmark if the cookies are favorites in all your active browsers. So even though you have all the cookies for a particular domain checked, I see that the cookies are only for Safari Technology Preview.
