Can't enable Safari at setup

Fresh install of OSX, Cookie v6.1.3, installed from the app store. I can run the Application and it looks to be working correctly, but I can't enable Safari. The "Allow" button for Global Access and the various ~/Library folders is greyed out,
The regular Enable button at the bottom right of this window is clickable, but it doesn't do anything. I'm logged in as an administrative user and have even gone as far as to launch Cookie from the terminal using sudo open.
What else can I try? Thanks!

You need to give Cookie “Full Disk Access” in Strafen Preferences. Take a look at the link below:
