There are plenty of "local storage" items that remain after a full cleanup with Cookie. Cookie indicates that all items were deleted but they're stil in the safari list (Privacy). Is there a way to delete these items?

I cannot seem to find any information about the column "secure" in the webpage view.
Some tracking cookies are indicated as secure where other non-tracking Cookies are indicated non-secure.
What makes a cookie "secure"?
