Full disk access is OK for cookie.
I try to delete ~/Library/Containers/Cookie and restart, but no change.
No problem with Firefox, Opera and Brave.

Yes, I tried several times, without any effect.

Same problem for me, Cookie (not from the Mac App Store) is no more useful for me since Mojave (even the last beta, 5.9.9.4), it always ask me for for full disk access. I've tried several time even with your method of 11-29-2018, without success...
Still no solution ?
