All open tabs and windows disappearing on relaunch

I was having the pseudo-perpetual permission request problem (having to click to Allow over 300 times!), so I deleted Cookie and all of its support files and reinstalled. In setting things up again, I must have made a mistake as now when I trigger to delete unwanted data the next time I relaunch the browser, all of my open windows and tabs are gone. I have verified that the browser itself is set to reopen where I left off. Which Cookie setting should I uncheck to keep my open tabs and windows from session to session? Thanks.
