Chrome "continue where you left off" not working

I'm using Chrome on the latest version of macOS, and when Cookie is enable for my profile, it breaks the "continue where you left off" functionality (basically when the browser is closed, it re-opens with a single new tab, instead of the previously opened tabs). The functionality is restored when I completely disable cookie for Chrome. Deselecting all the "Unwanted Data" functions (and having the Removal Options enabled), still breaks the functionality.

Think I've worked it out, there's 2 profiles (guest and my user profile). The History was not being removed from my user account but was being removed from the guest profile. Once I removed the history removal from the guest account, it restored the functionality. Not sure if this is a bug or not (seems that it is).
