On this page https://sweetpproductions.com/products/cookie5/safari.htm In the instructions for installing into Mojave, it says "System Preferences > Security & Preferences > Privacy > Full Disk Access" That should be "Security & Privacy"

You might also point out that users need to click the lock icon to make changes
