The eight columns, to the right of 'Website/Name', are always empty.

Those eight columns are are shown in the Cookie window, and they are labeled:  Name, Path, Secure, Expires, Contents, Type, Browser, & User.

Mine have always been blank.  What should I do to fix that?

Ah,
You need to click the small triangle next to a domain name to reveal the cookies for that domain. When you do that you will see all the attributes for the individual cookies.
