    this is really strange?
maybe try a full reset of Cookie, and see if that helps:
    delete this folder:
    ~/Library/Contains.com.sweetpproductions.Cookie5
    ~/Library/Containers/com.sweetpproductions.Cookie5

you will lose all your settings and favourites, and will need to reconfigure. But, if you export your favorites before you delete the folder, you can import them once you restart Cookie

@Macfredx my mistake, the folder should be:
    ~/Library/Containers/com.sweetpproductions.Cookie5

@SweetP I had a box.com directory with all purchased software. I had deleted the cookie.dmg file and replaced it with a text file with a download link. I had a very old copy of cookie in a paddle bundle I purchased in 2013, but I deleted those too. Went back into system prefs deleted it from full disk access and dragged it from the application directory to full disk access again - quit and restarted and I still have the same problem.

@edray do you have any Safari bookmarks?
the reason I ask, is Cookie checks to see if the bookmarks file is accessible. If it is not, Cookie assumes you need to enable Full Disk Access.
