How do I transfer all my setting to a new or additional computer?

you can copy these two files/folders:
~/Library/Preferences.com.sweetpproductions.cookie.plist
~/Library/Application Support/Cookie

to just transfer the favourites, you can Export/Import using the contextual menus on one of the cookie tabs.
