I gave Cookie access to my entire directory, why does it demand access to everyone else's directory with Full Disk Access? It should not be allowed to operate outside my directory.
This is Apple’s new security model, and Cookie needs this to be able to do what it has always done. Read & Delete your Safari cookies.
If you don’t need Cookie to manage Safari, then it is not required.
