Cookies will NOT enable Safari WITHOUT access to the RESTRICTED OS-Protected folder. You list the folder as not required for Safari enabling, but in fact ALL file permissions MUST be granted (required or not) before Cookie will enable Safari. There is NO "enable without access to..." possibility.
I will work with Apple for a refund. I will not be using Cookie on my system. I will be rating it poorly, as "incompatible" on the App Store.
