    Have you tried removing all cache from within Safari. Perhaps you have older Safari cache types from a previous Safari version which Cookie no longer supports?

      I have. Using Safari Develop(er) mode, I can invoke Empty Caches and observe caches (such as pictured above), visible in Activity Monitor, get flushed.

      Meaning, no Safari caches remain per Activity Monitor.
