On startup I get an iCloud login request saying that cookie 5 was bought on a different computer. Logging in doesn't start Cookie. If i try to start after that i get no response at all. I'm running OSX El Capitan 10.11.6
that sounds like its something to do with the Mac app Store.
maybe try move Cookie to the trash then log in to your Mac App Store account then re-download Cookie.
