are you adding Cookie to the list via drag and drop from the Applications folder?

I have the exact same problem but with Privatus, not matter what I do Safari is just not working with Privatus.

@SweetP Hi Russell, I have tried it both by dragging and dropping and with the "+" button, all to no avail. Help?

thats where Safari stores its cookies, and also the file Cookie checks against to make sure it has system access.
are you using another cookie app, which may be deleting that file?

I just release v5.9.5 which im hoping fixes this issue. It is available in my store now, and after review by Apple will be in the Mac App Store.

I have the same problem. cookie 5 no longer working. using Mojave 10.14.2 with apple store cookie v5.9.5.
Cookie reports it has removed cookies on safari but they are all still there. They are all there when I check through safari preferences/privacy/managewebsitedata. I have allowed full disk access as described above.
How can I get cookie to work? -
@Stephen have you also restarted Safari?
Safari still reports cache/localstorage/history as still being present after removal by Cookie - until it is restarted.

Same problem for me, Cookie (not from the Mac App Store) is no more useful for me since Mojave (even the last beta, 5.9.9.4), it always ask me for for full disk access. I've tried several time even with your method of 11-29-2018, without success...
Still no solution ? -
@Macfredx have you tried a computer restart? that can sometimes fix these strange issues

Yes, I tried several times, without any effect.

I also can't get this to work no matter what. I've repeatedly deleted it from "Full Disk Access", closed the app, dragged it back to full disk access, relaunched both with and without rebooting and I always get the Cookie needs extra permissions dialog.

@edray do you have multiple copies of cookie on your computer? Perhaps even a time machine disk attached may cause issues?

No other copies of Cookie for me...

this is really strange?
maybe try a full reset of Cookie, and see if that helps:
delete this folder:
~/Library/Contains.com.sweetpproductions.Cookie5
~/Library/Containers/com.sweetpproductions.Cookie5
you will lose all your settings and favourites, and will need to reconfigure. But, if you export your favorites before you delete the folder, you can import them once you restart Cookie
