This sounds like you need to Gove Cookie "Full Disk Access" in System Preferences:

but what you can do is login,
then go through and whitelist (right-click) and RED tracking cookies
A grey icon means automatic removal is disabled. Click the start button in the main window

If you open the Finder
click on the GO menu
click on Go To Folder...
then you will be presented with the correct folder
try disabling Cookie for a while to rule out that it is actually Cookie causing the issue

Data is transmitted to the server via https, rather than http for cookies with the secure attribute
i saw this issue as well, once I changed my permission for everyone to read/write, I was able to see the browsers again

It could be crashing.
If you had Firefox installed in your previous version of macOS. And it was active in Cookie, but you haven’t yet installed Firefox on your new computer. This can cause crashing
