SessionRestore not doesn't have access to a tab until it has loaded, so after restarting Safari - SessionRestore basically can't see any tabs until they have become active and loaded...

I don't currently have a manual, but the following Settings will probably give you a reasonable start:

@SweetP I would say it's better. I'm not keeping track of time Safari is up front but sometimes I just leave the Safari screen up for an hour or two yet nothing is saved. So it's unpredictable but, yes, I AM getting occasional saves, which is probably sufficient.
Perhaps when a screen saver kicks in Safari no longer is seen as active?

It's become so unpredictable that I had to stop using it. After some time I decided to seek support and found your post here. Rather than creating a new post I'd like to vote on this.
@joe-l there are no APIs from Apple to get data on tab groups... When (If) Apple adds support for this, then I'll also update with tab group support...
SessionRestore doesn't support importing from Tabs Saver.
If you post a link to the extension.
I could install it and take a look at its export format, to see if I can make SessionRestore compatible
